The City of Montrose is requesting formal bids through the Invitation for Bid process for the supply of aggregate base course & road material. This material must meet the minimum specifications provided with this bid package.
Bids will be publicly received and registered on Thursday, March 8 at 2:00 PM at City Hall, 433 South First Street, Montrose, Colorado 81401. Late bids will not be accepted and it is the responsibility of the bidders to ensure that bids (including signed addenda) arrive in the city's purchasing office by the date and time listed above.
Complete bid packets can be downloaded from the City web page at www.cityofmontrose.org under Department Services, Purchasing, and Open Bids. Addenda will be posted to the website and it is the bidder's responsibility to download addenda.
The City reserves the right to accept or reject any or all bids, to waive irregularities and/or informalities and to disregard all non-conforming, non-responsive, unbalanced or conditional bids. 1.01 PROJECT DESCRIPTION
The purpose of this invitation to bid is to provide the City of Montrose with material suitable for use in routine maintenance of City assets such as water lines, sewer lines, storm sewer and roadways.
1.02 LOCATION OF MATERIAL
The material supplier shall have the ability to fulfill orders from a stock piled location within ten (10) radius miles of 1221 6450 Rd Montrose Co.
1.03 STOCK PILE FACILITY
Material supplier shall have the ability to load City trucks or contracted City trucks hired by the City without assistance for City equipment or labor. Material shall be available for the City to acquire during normal working hours, M-F, 7:00 am – 4:30 pm. Facility shall be capable of reporting material loaded to the nearest 20 lbs at the stock pile location and providing a material ticket containing.

The City of Montrose makes no guarantees about single order quantities or total aggregate order quantities.1.06 INSPECTIONSThe owner will conduct in-house and independent tests to verify supplier conformance to specifications. Material not conforming to the required specification shall be removed at the supplier expense and replaced with material that meets the specifications contained in the contract documents. The Material supplier shall conduct material tests at the stock pile location to confirm conformance to specifications prior to delivery or loading on City trucks.1.07 AWARDIt is anticipated that aggregate supply contracts will be awarded to multiple suppliers in conjunction with this RFP. Individual orders will be awarded by calculating project quantities and seeking available stockpiled material meeting specification and offering award to the lowest-cost supplier based on rates established on the bid form. If the lowest-cost supplier in unavailable or is unable to produce required project quantities, the order will be offered to the next lowest-cost suppliers until a supplier accepts the order. One exception to this is for schedule-sensitive projects in which case the order totals will be offered to all suppliers and awarded to the one who can complete the order in the shortest amount of time.1.08 CONTRACT RENEWAL
The City of Montrose with the mutual agreement from the supplier shall have three (3) additional, one year renewal options to extend the contract based upon satisfactory performance and price stability. Orders placed for the option years are dependent upon the availability and actual appropriations of funds for that year.
