Montrose Community Survey
Timeframe: 3 months from notice to proceed

Scope of the Project:
The City is requesting formal statements of qualifications from experienced consultants to assist in the development, implementation, compilation, and analysis of a statistically significant community survey to assess resident’s satisfaction with the quality and level of services provided by the City and to identify community priorities.

In addition, the Consultant must analyze the results of the survey and communicate those results in written and oral reports to administrative staff and elected officials.

The scope of work is expected to include, but not limited to, the following tasks:
  1. Develop Survey Instrument - The Consultant will meet with elected officials, administrative staff, and other staff as necessary to design the survey instrument. Where applicable, the Consultant will review previous survey questions to ensure consistency with baseline data.
  2. Survey Implementation / Administration - Assuming the acceptability of the survey instrument, the Consultant will determine the best way to administer the survey to ensure it is statistically valid for a diverse population of approximately 20,000 people and will administer such survey. 
  3. Analysis of Survey Results - The Consultant will analyze the survey results to provide the City with meaningful and useful information. The Consultant is expected to explain what the results mean for the City and how the City can use the information in relation to key City priorities and projects. This analysis will include geocoding, so the City may better understand how opinions about issues and services vary according to location within the community. 
  4. Benchmarking - The Consultant shall provide comparisons of the City’s survey results with other communities regionally and nationally.
  5. Report - The Consultant will create a report that includes both a written summary and a graphical presentation of the survey results and associated analysis. Consultant will present the report to elected officials and staff in person.

The selection process will include:
  • Soliciting Requests for Qualifications for a Community Survey (this announcement).
  • Reviewing proposals and determining qualified Consultants who show a clear understanding of the project goals and tasks and the ability to work cooperatively and constructively with City staff and elected officials, as well as community members, during the survey.
  • Conducting a personal interview with finalists, involving one company officer and at least one key staff member assigned to the project.
  • Finalizing a complete scope of work and negotiating in good faith, a not-to-exceed cost for services.
  • Recommending a Consultant to the Montrose City Manager to provide professional services related to a Montrose Community Survey.

Proposal format
Proposals should adhere to the format below and contain all of the information specified:
  1. Full name and address of Consultant.
  2. Brief description of the history, mission and organizational structure of the Consultant.
  3. Brief statement of the Consultant’s approach to satisfying the requirements of this project.
  4. Brief statement of the Consultant’s experience with projects similar in size and scope and involving governmental entities (Please provide names and phone numbers as references).
  5. Name and qualifications of the primary supervisor of the project, plus names and qualifications of the one or two professional staff members who will be assigned to the project.
  6. A statement of whether or not the Consultant is currently involved with any material litigation, arbitration or bankruptcy proceedings, or has been within the past three years directly or indirectly.
  7. Examples of data sets, maps, reports, etc. that would be used to relate the results of the community survey.
  8. Statement of Work: Provide a narrative description of the proposed services and a statement of how the Consultant proposes to achieve each of the identified tasks within the timeline of the project.
  9. Budget: Indicate Consultant’s hourly rates and charges including rates for subcontractors, travel, etc.
  10. Provide examples of how the utilization of survey data has been demonstrated to achieve positive community impact.

The City of Montrose reserves the right to reject any and all proposals based upon evaluation of the above considerations and determine which Consultant has the necessary background, skills, and understanding required to provide these professional services to the City.

Upon notification of selection by the City of Montrose, the successful respondent is required to execute and deliver a contract within two (2) weeks of notification. If the respondent is unable or unwilling to do so, the City of Montrose has the right to request another respondent to enter into contract for the study.

All dates in the RFQ are subject to change at the discretion of the City of Montrose, and notice of any changes will be provided to all respondents.

Prospective Consultants are advised that no obligations or commitments are incurred by the City of Montrose in soliciting the qualifications. Any action taken in response to this RFQ or any action taken in making or canceling an award shall be without any liability or obligation on the part of the City of Montrose. In addition, the City of Montrose reserves the right to request additional information. To the extent permitted by law, all materials shall be kept confidential. We will not return any materials received in response to this invitation. The City of Montrose reserves the right to select the most highly qualified Consultant based upon the Consultant which appears to have the background and skills required by the City of Montrose at this time.
