Water tap and capacity fees are charged for each new connection to recover the cost of the connection’s proportionate share of the infrastructure capacity and to fund capital improvements related to growth. The water tap fee also covers the typical materials, labor, and administrative costs of installing the connection to the water system. Water tap and capacity fees are specified in Section 3-5-12(D) of the City of Montrose Municipal Code.

If the leak is found to be on the street side of the meter up to the last nut on the meter yoke on the customer’s side, the City of Montrose is responsible for the leak. If the water has traveled through the meter during the leak, adjustments will be made to the customer's utility bill. If the leak is after the last nut on the yoke, the customer is responsible for repairs and water usage.
