What can be done to stop illegal dumping?

Section 3-1-9 of the City of Montrose Municipal Code restricts the use of any city trash container to those who pay for the sanitation service and who have permission to use the container. It is also illegal to place litter or junk on any public property, such as streets and alleys. Violating these provisions can result in significant fines and, in some cases, a jail sentence.
