Yes. The city’s Animal Control Regulations (Chapter 6-2, City of Montrose Municipal Code) require that pet owners keep their animals on a leash, cord, chain, or other restraining device that is no more than six feet in length at all times when not on their own property. While off his or her property or premises, an animal’s owner or custodian is not permitted to control the animal only by use of verbal command or electronic collar. This also applies to all public parks, open spaces, and trail areas with the exception of the designated off-leash areas within the city's dog parks.
