Montrose, CO — City Councilors met for their regular meeting Tuesday evening, January 19, to consider a number of ordinances approving new annexations, a contract amendment for the new Public Safety Complex, and a vehicle purchase recommendation.
Due to the ongoing COVID-19 pandemic, City Councilors Roy Anderson, Dave Bowman, Barbara Bynum, Dave Frank, and Doug Glaspell met online along with city staff via the Zoom platform. The public was also invited to attend. The following is a summary of the primary topics discussed during the meeting.

CONSENT AGENDA
Councilors voted unanimously to approve the consent agenda, which approved the minutes of January 5, 2021, regular meeting, and the list of city-owned property for disposal in accordance with section 1-16-5 of the city's Municipal Code.
Councilor Dave Frank abstained due to his absence at the January 5 meeting.

ORDINANCE 2525
City Councilors voted unanimously to approve Ordinance 2525 on second reading to approve the annexation of the Lynch Addition.
Senior City Planner Amy Sharp said the 16.84-acre property is located north of Hwy 50, south of Locust Road, west of 6700 Road, and east of 6600 Road.
ORDINANCE 2526
City Councilors voted unanimously to approve Ordinance 2526 on second reading to approve the zoning of the Lynch Addition as a "B-2" highway commercial district.
PUBLIC SAFETY COMPLEX CONTRACT AMENDMENT
City Councilors voted unanimously to approve an amendment to the contract with Blythe Group and Co. for additional services including audiovisual and furniture design and bidding and oversight for the new Public Safety Complex (PSC) Construction Project, increasing the total contract amount by $66,578 to a total of $830,676.
Public Works Manager Jim Scheid said the city would save money in the long run by purchasing good quality furniture and systems in the first place.
2021 VEHICLE PURCHASE BID RECOMMENDATION
City Councilors voted unanimously to approve the purchase of 22 new Ford vehicles from Sill-Terhar Motors of Broomfield, Colorado, in the amount of $953,450.
Public Works Manager Jim Scheid said the city requested a bid for the new vehicles last year and received three bids.
The three bids were from:
• Sill-TerHar Motors, Broomfield CO: $953,450
• Montrose Ford, Montrose CO: $1,008,163
• Phil Long Ford, Littleton CO: $1,199,532
Included in the bid were nine new police interceptors. Four of them are scheduled replacements and five are for additional Police Department hires paid for from the city’s Public Safety Fund.
The 13 remaining vehicles are replacements for various other departments including Public Works, the city’s Parks and Streets departments, Code Enforcement, and the Waste Water Treatment Facility.
Councilors received public feedback during this agenda item before voting to approve the contract.
STAFF REPORTS
City Finance Director Shani Wittenberg delivered a sales, use, and excise tax report for the month of November 2020.

YOUTH COUNCIL REPORT
Youth City Councilor Mari Wilson said the council is working on a local food drive for the month of January with five collection sites around town.
