Montrose, CO — City Councilors met for their regular meeting Tuesday morning, November 3, to vote on a number of ordinances, resolutions, a new restaurant liquor license, and a new annexation. 

Councilors and staff met in Council Chambers at 107 South Cascade while maintaining COVID-19 social distancing protocols. The public was invited to attend via the Zoom platform. Councilors Roy Anderson, Dave Bowman, Barbara Bynum, Dave Frank, and Doug Glaspell met in chambers for one hour, 26 minutes. The following is a summary of the primary topics discussed during the meeting. 


Councilors voted unanimously to approve the minutes of the October 20, 2020, regular meeting. The city’s archive of past meeting minutes can be found at:

City Councilors voted to approve a new hotel and restaurant liquor license for Sidelines Sports Bar Inc, located at 35 North Uncompahgre Avenue, formerly the location of the R&R Sports Bar. The council held a liquor license hearing and voted unanimously to approve the license. 


City Councilors voted unanimously to approve Ordinance 2514 on first reading to approve the city's 2021 budget. Finance Director Shani Wittenberg said the budget process used this year was the same as in years past with public meetings and council and staff retreats to go through each line item of the budget before publishing it for public review. Wittenberg said the city's total budget is approximately $78,196,824. The city is poised to begin several capital improvement projects in 2021, including infrastructure to support residential housing developments, street improvements, and park improvements. 

There were no public comments during this agenda item. 

The budget will return for a second reading vote at the City Council’s November 17 regular meeting.

City Councilors voted unanimously to amend the city's contribution rates to the Fire and Police Pension Association, FPPA, a retirement benefit system for reentry officers serving in the Montrose Police Department. 


City Councilors voted unanimously to designate the former BPOE Lodge Building, located at 107 South Cascade Avenue and currently housing the city's Office of Business and Tourism, a historic property that will be added to the city's own historic registry. This is the second city building to be considered for addition to the city's registry. 

The ordinance returns for a second reading vote on November 17. 


City Councilors voted unanimously to set December 1, 2020, as the annexation hearing date for the Hilltop Addition II. 


City Councilors voted unanimously to approve an ordinance on second reading authorizing the disposal of real property owned by the City of Montrose. This parcel disposal is associated with the initial Adamson Family Trust #1 Land Exchange, which occurred in 2017. 

Sharp said the property is located east of Chipeta Road, south of the Clifford E. Baldridge Regional Park, west of Sunset Mesa Road, and northwest of the Grandview Cemetery. The city completed a land exchange in 2017 with the Adamson Family Trust No. 1 (“Trust”) to obtain property off of Anderson Road. The exchange included approximately 11.93 acres owned by the city near Sunset Mesa and approximately 16.2 acres owned by the Trust off of Anderson Road. A small, 0.28-acre city-owned gap parcel was not transferred to the trust at that time. An additional survey was required for the gap parcel and the parties did not want to delay the land exchange while waiting for the survey. The survey is now prepared and the parties are ready to complete this final portion of the land exchange. 

Following approval on both first and second reading of the ordinance, a quitclaim deed will be recorded to transfer the property over to the Adamson Family Trust #1. 


City Councilors voted unanimously to approve, on first reading, an ordinance amending the zoning district designation of Lot 5 of the Elder Homestead at Montrose (Parcel Number 3767-353-04-005) from "R-3" Medium Density District to "R-4" High-Density District. 


City Councilors voted unanimously on both a resolution and an ordinance approving the annexation of the Woodgate Addition No. 4. Mayor Bynum invited public comment on both items and received none. 

The council will vote on a second reading of the ordinance at the November 17 regular meeting. 


City Councilors voted unanimously to approve, on first reading, an ordinance to zone Woodgate Addition No. 4 as a "B-3" General Commercial District. 


City Councilors voted unanimously to approve a final plat to create 24 new residential lots within the Waterfall Canyon Subdivision. The property, 54.95 acres in size, is located on the west side of the City of Montrose. 

The Waterfall Canyon Subdivision Filing No. 4 Final Plat proposes to create 24 new residential lots and dedicate right-of-ways and/or easements. Newly created lots will be 1-6 of Block 10 on Howard Fork Avenue, Lots 1-6 of Block 11 on Howard Fork Avenue, Lots 27-32 of Block 11 on Pilot Knob Avenue, and Lots 1-6 of Block 12 on Pilot Knob Avenue.  


City Councilors voted unanimously to approve an ordinance authorizing the sale of the property that formerly housed the Russell Stover candy company from the city to the company for $1. 

In 1972 the city attracted Russell Stover to town with an incentives package that included land located on Colorado Highway 550, or South Townsend Avenue, with a condition that if the company were to ever leave they had the option to buy the land for $1. 

City Attorney Stephen Alcorn said the company notified the city in September that it intended to purchase the property. Alcorn said the company was working with the Montrose Economic Development Corporation, MEDC, to sell the retail building, located directly off Townsend Avenue, and the manufacturing plant to two separate entities. 


City Councilors voted unanimously to approve an agreement with Carollo Engineers Inc. to perform Nutrient Removal Optimization pilot testing at the city's Wastewater Treatment Plant for an amount not to exceed $100,000.


Assistant City Manager Ann Morgenthaler delivered a report about the Help4Hope program that was created to help area residents with meals during the COVID-19 pandemic. 

Earlier this year the City Council approved $25,000 of funding toward the Help4Hope Montrose Restaurant Voucher Program, administered by the Montrose Community Foundation. On August 4, City Council received an update on the progress of the program and allocated an additional $10,000 to the program, for a total of $35,000 in funding.

$34,475 was allocated directly to restaurant voucher cards, and $525 was allocated to the Montrose Community Foundation as an administrative fee. 

Each Help4Hope card was worth $50 and provided one meal for a family/group of four. To ensure a high redemption rate, the Montrose Community Foundation issued 1000 City of Montrose restaurant voucher cards, and a total of 691 were redeemed, which is just over the 689 cards funded by the city. The Help4Hope program funded additional cards. Based on an assumption of four meals being provided with each card, a total of 2,756 meals were provided under the program.
