Montrose, CO — City Councilors met for a work session Monday morning, July 20, to consider a contract renewal and a bid to rehabilitate city street manhole covers. For the first time since the COVID-19 pandemic, councilors met in council chambers at 107 South Cascade Avenue. The public was invited to attend via the Zoom platform.
Councilors Dave Bowman, Barbara Bynum, Dave Frank, and Doug Glaspell met in chambers with councilor Roy Anderson attending via Zoom. The council met for about 24 minutes along with city staff. The following is a summary of the primary topics discussed during the meeting.

MANHOLE REHABILITATION BID AWARD RECOMMENDATION
Utilities Manager David Bries brought City Councilors a bid recommendation for a contract with Concrete Conservation, Inc. (CCI) for the rehabilitation of 38 city manholes with severe hydrogen sulfide corrosion.
Bries said the city received two bids for rehabilitation work ranging from $99,060 to $103,692. The low bid was submitted by Silverback Industries of Montrose. Bries said the company did not provide information that their services provided the Spectrashield manhole lining system that was specifically mentioned in the bid specifications in the bid.
Bries said CCI of Jacksonville FL, is an authorized applicator of Spectrashield, which is necessary for the manhole work. Bries said the city has used CCI for the past four years to successfully rehabilitate approximately 133 manholes on city streets.
Councilors will formally vote to approve the contract at the August 4 City Council regular meeting.
CONTRACT RENEWAL FOR FACILITY JANITORIAL SERVICES
City Councilors were updated about a contract renewal with Aspen Enterprises LLC. to provide professional janitorial services at city facilities across the community.
In addition to cleaning buildings on the city’s downtown campus including the Montrose Visitor Center and City Hall, Aspen Enterprises also provides services for the Public Works facility, Lions Park Clubhouse, Black Canyon Golf Course, and offices at the city’s wastewater treatment facility.
Councilors will formally vote to approve the contract, valued at $78,689, at their regular meeting on August 4.

Montrose Police Chief Blaine Hall delivered an update to the council about Governor Jared Polis’ recent statewide mandate requiring the use of facemasks in public and inside businesses to reduce the spread of COVID-19.
Hall said this past weekend officers responded to a number of calls regarding facemasks. Some, he said, were from local residents who simply had questions about the mandate. Officers were dispatched to local businesses where people inside the establishments were not wearing masks. Hall said after officers provided some education, those citizens returned to the place of business after putting on a face covering.
Hall said he was very pleased to see so many local residents in compliance with the mask mandate to help reduce the spread of COVID-19, however, he said one individual got angry at a local business owner over the mandate and proceeded to rip down signs in protest. Hall said individuals not wearing masks inside businesses can be ticketed for trespassing as directed in the governor’s mandate.
