Montrose, CO — City Councilors met online for their regular meeting Tuesday evening, July 7, to consider a number of zoning ordinances and take public comment on two new annexations, as well as hear an update from Montrose County regarding the latest COVID-19 numbers. Councilors Roy Anderson, Dave Bowman, Barbara Bynum, Dave Frank, and Doug Glaspell met for about one hour, 38 minutes. The following is a summary of the primary topics discussed during the meeting.

APPROVAL OF MINUTES

ORDINANCE 2503 - SECOND READING
City Councilors unanimously approved Ordinance 2503 on second reading, amending the zoning district designation of Lots 1-10, 13, 15-28, and 36-56 in the Estates at Stone Ridge from "R-2", Low-Density District to "R-3", Medium Density District.
City of Montrose Senior Planner Amy Sharp reported that the zoning application was approved by the city’s Planning Commission and the applicant, David Coker, was planning to build additional housing on the approved lots.
HILLTOP ADDITION ANNEXATION
City Councilors considered and unanimously approved the Hilltop Addition Annexation. Resolution 2020-12 and Ordinance 2504, on first reading, were both approved after holding a public hearing and taking public comment.
City of Montrose Senior Planner Amy Sharp reported that the Hilltop Addition is an annexation 15.75 acres in size. The parcel is located at 366 6600 Road, north of Locust Road, and between 6600 and 6650 Roads. It is within the City’s Urban Growth Boundary, the Tri-County Water Service Area, and the City of Montrose Sewer Service Area. The applicant has stated their intent to develop a senior living community with approximately 125 townhome units. The Annexation Impact Report was submitted to Montrose County on June 17, 2020.
ORDINANCE 2505- FIRST READING
City Councilors unanimously approved Ordinance 2505 on first reading, an ordinance providing for the zoning of the Hilltop Addition as an "R-4", High
Density District for proposed housing development.
City of Montrose Senior Planner Amy Sharp reported that the annexation was approved by the city’s Planning Commission by a 5-2 vote. The council held a hearing and received comments from a number of residents about the zoning designation before voting unanimously to approve the ordinance.
RIVER CROSSING ADDITION ANNEXATION
City Councilors considered and unanimously approved the River Crossing Addition Annexation. Resolution 2020-13 and Ordinance 2506, on first reading, were both approved after holding a public hearing and taking public comment.
The River Crossing Addition is a proposed annexation of approximately 36.33 acres in size. The parcel is located west of S. Townsend Avenue between Ogden Road and S. Rio Grande Avenue. It is within the City’s Urban Growth Boundary, the City of Montrose Water Service Area, and the City of Montrose Sewer Service Area. City of Montrose Senior Planner Amy Sharp reported that the applicant has stated their intent to develop residential (multi-family) units and general commercial/retail. The Annexation Impact Report was submitted to Montrose County on June 17, 2020.
ORDINANCE 2507 - FIRST READING
City Councilors unanimously approved Ordinance 2507 on second reading, an ordinance providing for the zoning of the River Crossing Addition as a "B-3", General Commercial District.
City of Montrose Senior Planner Amy Sharp said that the Planning Commission recommended approval of R-4 High-Density District zoning at their June 10, 2020, meeting. The vote by the commission was unanimous.
SINNER SUBDIVISION COMBINED SKETCH PLAN AND PRELIMINARY PLAT
City Councilors unanimously approved the Sinner Subdivision Combined Sketch Plan and Preliminary Plat.
The Sinner Subdivision Combined Sketch Plan and Preliminary Plat is a proposed plat that will subdivide Lot 2 of the Marbella Minor Subdivision, which consists of 12.8 acres, into five new lots. These lots will range from 1.7 acres up to 3 acres. Lot 1 will front on the existing 6840 Road and the rest of the lots will front on the existing East Oak Grove Road. The city has a forced main sewer line that runs along the east and north lines of the property that each lot will be able to connect to. There is existing Tri-County Water service along East Oak Grove Road that each lot will tap onto for water. Since no engineering is needed, this project was given the approval to proceed with as a combined sketch plan and the preliminary plat.
City of Montrose Senior Planner Amy Sharp said that the city’s Planning Commission approved the plat with a "Conditional Approval."
A Conditional Approval means that the approval of this plat is expressly conditioned upon city staff ensuring that all policies, regulations, ordinances, and Municipal Code provisions are met and that the applicant adequately addresses all of the staff’s concerns prior to the execution of the final plat.
STAFF REPORTS
Montrose Police Chief Blaine Hall was the only member of the city staff to deliver an update.
Hall told the council that officers have been very busy in the last few weeks. Hall described a tragic shooting last week that was investigated using new technology to prevent officers from being in harm’s way.
Hall said funds from Ballot Measure 2A, passed by voters last fall, have helped officers purchase new robots and drones that allow officers to clear a dwelling without sending officers in the house. Hall said he and his fellow police officers remain thankful for voters passing 2A and the ways that the increased support has made the PD’s operations safer and more efficient.
