[ARCHIVED] City Receives Over 100 Applicants for Assistant City Manager Position


Montrose, CO — As part of a professional panel interview process, members of the City’s administrative team, as well as City Council representatives, will begin interviewing seven finalists for the Assistant City Manager position after reviewing 110 resumes from interested applicants. 

Over the course of three days in early July, a review committee made up of City staff vetted applications from across Colorado, the United States and one from South Africa. Of the 110 applications, 48 came from within Colorado.

Terri Wilcox, Director of Human Resources at the City of Montrose said 20 of the applicants were from the Montrose region, joining 28 other applicants from across Colorado.

The finalists are: 

• Rebecca Frank, Victor Colo. Currently serving as Assistant City Administrator for the City of Victor.

• Daniel Hamsmith, Parker Colo. Currently self-employed, but has municipal experience for Town of Hudson, CO. • Cheryl Hughes, Palmdale Cali. Currently serving as the Senior Management Analyst for the City of Palmdale.

• Emily Katsimpalis, Buena Vista Colo. Currently serving as Assistant Town Manager of Buena Vista.

• Ann Morgenthaler, Ouray Colo. Currently serving as the Planning and Building Director for the Town of Telluride.

• Preston Neill, Avon Colo. Currently serving as the Deputy Town Manager of Avon.

• Ken Sherbenou, Montrose Colo. Currently serving as Executive Director of the Montrose Recreation District.

“It’s very exciting! Most of the applicants submitted cover letters outlining their desire to be an active part of the (Montrose) community because they respect and admire the wonderful things that are taking place,” City Manager Bill Bell said.

Bell said the most commonly referenced accomplishments were the continued development of recreation trails, public support of Columbine Middle School construction, the effort to keep the Montrose Public Library in full operation and the recent passage of the initiative to build the Montrose Community Recreation Center.

The interviews will be held Thursday, July 26th in Montrose beginning at 8 a.m. According to Wilcox, the finalists will participate in an oral biography presentation, as well as a multi-panel interview process.

Former Assistant City Manager Rob Joseph left the city in late June after six years of service. Joseph was instrumental in creating the city’s Office of Business and Tourism (OBT) and under his direction, achieved accreditation from Destinations International with the Visit Montrose brand initiative.
